The small wheel-arch bracket: a plastic arm that pulls the arch to the frame. At 145 mm it is for a close mounting, where the wheel runs tight to the body.
Plastic here is calculation, not economy: on hitting a kerb the bracket breaks before the arch tears and the body edge bends — the cheap part is the one replaced.
