What licence do you need for the Shineray X30L?

Category B is enough: the gross weight of 2,355 kg does not exceed the 3,500 kg limit.

Can the X30L Cargo be turned into a refrigerated van?

Yes. The load compartment is insulated from the inside and a refrigeration unit is fitted for the required temperature. The usable volume drops by twice the panel thickness in each dimension.
